Mrs Kee Swee Huang

Mrs Kee Swee Huang was heading the Human Resource Management portfolio in the Housing and Development Board (HDB) as its Deputy Director prior to her current appointment as Advisor for Human Resource Management.

She was responsible for spearheading and formulating policy matters relating to talent management, learning & development, manpower management framework, compensation & benefits and HR administration for 5000 staff in the organisation. During her 29 years of service with HDB, she was extensively involved in establishing numerous human resource policies and programmes that have effectively enhanced the quality of HR management in HDB. She was instrumental in implementing the HDBs Results-Based Management System, the 360 multi-rater profiling system for key managers, the Learning Organisation (LO) framework on building organisational capabilities and the integrated Employee Self Service System. She is one of the pioneer key Certified Facilitators of the Results-Based Management System introduced into the HDB in the 1980s.

She brings with her public sector experience in the handling of HDBs restructuring exercise. Making available effective communication channels to ensure the process was carried out smoothly and leading a cross-departmental organisation team to review and propose the overall structure, functions and staffing levels of departments after restructuring. She worked closely with the Staff Union to address concerns of employees affected by the restructuring and put in place measures to help redeployed staff settle into their new jobs within HDB.

In the learning and development arena, a holistic approach was implemented, enhancing the total training framework for HDB. In recognition of HDBs emphasis on staff training and the pro-active approach towards growing a culture of lifelong learning, HDB was conferred the Lifelong Learner Award in 2008.

As a member of the management team, she played a key role in reviewing and enhancing HR practices in the pursuit for business excellence which contributed to HDB winning the prestigious Singapore Quality Award (Special Commendation) and the Hewitt Best Employers in Singapore Award in 2009. These corporate awards affirm HDB s strong people management strategies, effective HR policies and a strong focus on customers.

She holds a Bachelor of Social Sciences (Sociology) (Honours), University of Singapore; a Master of Human Resource Management, Murdoch University Australia; a Graduate Diploma (Organisational Learning), Singapore Civil Service College and a Graduate Certificate (Management Consultancy), Institute of Management Consultants.
